"211" is a non-emergency phone line and database that provides callers with information and referrals about human services and related community information.  It provides a communication network that can be used for emergency response during regional, state-wide, or national disasters.  It has been successful in other major metropolitan areas, such as Atlanta, and this paper explores the costs and benefits of implementing such a system in the northeastern Illinois region. 

The Chicago Metropolitan Agency for Planning (CMAP) is responsible for developing the GO TO 2040 plan, a long-range plan for the region’s future. This strategy paper is meant to explore 211 as a human services communication network and the possible inclusion in the GO TO 2040 plan.
